Mission
Since its creation in 1969, the Régie de l'assurance maladie du Québec has acquired a solid reputation. Under the authority of the Minister of Health and Social Services, the Régie is directly associated with the major healthcare issues and plays an essential role vis-à-vis the public.
The Régie's mission testifies to its importance in the health and social services system:
The Régie de l'assurance maladie du Québec administers the public health and prescription drug insurance plans: it informs the public, manages the eligibility of persons, remunerates health professionals and ensures the secure flow of information.
In accomplishing our mission, we identify with 4 guiding values, which contribute to continued excellence and integrity.
- Respect consists in taking a second look, where necessary, so as not to needlessly offend the persons concerned by a given problem.
- Responsibility lies in the desire and ability to perform each task to the best of one's ability and to apply rules with discernment.
- Fairness means properly assessing what is due to each citizen, and must not be confused with equality. Fairness translates into a concern for rendering equitable decisions, in keeping with the spirit of the applicable rules.
- Vigilance requires always being mindful of the importance of improving the health of Quebecers. Vigilance must guide our actions and priority must be given to rendering decisions that are fair.

Clienteles
The objective of our healthcare system is to ensure that all Quebecers have access to the care and services required by their state of health. The Régie de l'assurance maladie du Québec plays a leading role within this system, serving the 7.6 million people covered by the Québec Health Insurance Plan, 3.3 million of whom are also registered for the Public Prescription Drug Insurance Plan.
The Régie advises or remunerates more than 36 000 service providers and health professionals, in accordance with, in the latter case, agreements concluded between the medical federations or professional associations and the Minister of Health and Social Services.
In addition, the Régie makes the sociosanitary information it has compiled over the years available to researchers and other players the health and social services system, while safeguarding the privacy of personal information. As a major player in the healthcare sector, the Régie carries out its mandate in collaboration with numerous sector partners, such as the ministère de la Santé et des Services sociaux, health and social services centers, professional orders and the Institut national d'excellence en santé et en services sociaux.
