Since its creation in 1969, the Régie de l'assurance maladie du Québec has acquired a solid reputation. Under the authority of the Minister of Health and Social Services, the Régie is directly associated with the major healthcare issues and plays an essential role vis-à-vis the public.
The Régie's mission testifies to its importance in the health and social services system:
The Régie de l'assurance maladie du Québec administers the public health and prescription drug insurance plans: it informs the public, manages the eligibility of persons, remunerates health professionals and ensures the secure flow of information.
The Régie also has a mandate to administer all other programs entrusted to it. In step with our evolving system of healthcare and social services, the Régie's responsibilities have increased over the years. Today it manages some 40 programs related to technical aids for persons with a motor, visual or hearing impairment, financial assistance for domestic help and the financial contribution of adults accommodated in a healthcare centre, to name a few.
Through its proactive, innovative and persistent efforts, the Régie, a responsible and essential actor in the Québec health system, plays an important part in improving public services.
In accomplishing its mission, the Régie identifies with 3 guiding values, which contribute to continued excellence and integrity.
- Respect, or showing consideration and courtesy to all persons
- Integrity, meaning the performance of one's duties in an exemplary manner and in complete honesty, in compliance with established rules. Integrity refers to ethics, in our case, responsibility and a concern for State affairs
- Equity, in other words, acting and taking decisions fairly and impartially in the public interest
The objective of our healthcare system is to ensure that all Quebecers have access to the care and services required by their state of health. The Régie de l'assurance maladie du Québec plays a leading role within this system, serving the 7.9 million people covered by the Québec Health Insurance Plan, approximately 3.5 million of whom are also registered for the Public Prescription Drug Insurance Plan.
The Régie advises or remunerates close to 40 000 service providers1, prescribers and health professionals, in accordance with, in the latter case, agreements concluded between the medical federations or professional associations and the Minister of Health and Social Services.
The Régie also makes its information assets available to the Ministère de la Santé et des Services sociaux, as well as to researchers and various players in the healthcare network. The bulk of the information relates to the provision of services, trends in healthcare services and associated costs. Naturally, all accessible data is disclosed with utmost regard for the protection of personal information.
