Agreements with other countries
The Québec government has entered into reciprocal social security agreements, which include a health component, with the following countries:
The provisions of these agreements are aimed at temporary workers, students, detached workers Detached worker
Workers carrying out activities in a different country than the one where their employer is located. They remain subject to their employer. and, in certain cases, the spouse Spouse
Two persons (of the opposite sex or the same sex) are considered spouses if they are: (1) married and have entered into a civil union (2) have been living together for 12 months (separations of less than 90 days do not interrupt the 12-month period) (3) are living together (regardless of for how long) and together have had or have adopted a child. and dependants accompanying them.
The purpose of these social security agreements is to promote mobility between Québec and the signatory countries. Among other things, they:
- allow for coverage under these countries' health insurance plan;
- exempt the above-mentioned persons from the waiting period pending eligibility.
To benefit from the provisions of these agreements, certain steps are necessary.
Procedure before leaving Québec
If you are a temporary worker or a student:
- Depending on the country where you will be staying and your situation, complete the required form(s);
- Depending on the country where you will be staying and your situation, obtain the necessary documents;

If your application is complete and admissible, your attestation of affiliation will be mailed to you.
If you are a detached worker, contact the Régie des rentes du Québec's Bureau des ententes de sécurité sociale to obtain a certificate of coverage .
When you spend time outside Québec, it is wise to take out supplemental private insurance before leaving to cover the costs not insured or partly insured in the destination country that signed an agreement with Québec.
Required forms and documents
Temporary stay in France
Student enrolled in an institute of higher education (in France)
Student participating in an exchange between institutes of higher learning
Student undergoing mandatory unpaid training as part of a program of studies
Participant in a training and employment program of the Office franco-québécois pour la jeunesse (OFQJ)
Trainee who is a recipient of a Québec government scholarship or enrolled in the Centre français pour l’accueil et les échanges internationaux (Campus France)
Temporary stay in another signatory country
Fill out the application for obtaining an attestation for the country where you plan to stay:
If you are a student, researcher or trainee staying temporarily in Belgium, you must also present proof of your training or research program, or proof of full-time enrolment in an educational institution in Belgium.
If you are a student staying temporarily in Greece, you will also have to present your letter of admission to or enrolment in a full-time program of studies in an educational institution in Greece.
Upon arriving in the host country
You must present your attestation of affiliation to the host country's social security organization, accompanied, where applicable, by the documents required under the legislation of that country.
Component of the agreements concerning benefits and indemnities
The social security agreements in effect include a component concerning benefits and indemnities. Some of these agreements also contain provisions concerning industrial accidents and occupational diseases.
