President and Chief Executive Officer

On the recommendation of the Conseil d'administration (board of directors), the Government appoints the president and chief executive officer of the Régie de l'assurance maladie du Québec (RAMQ) for a term of office of up to five years, taking into consideration the expertise and experience profile approved by the Conseil d'administration.

The president and chief executive officer is responsible for the direction and management of RAMQ, within the framework of its by-laws and policies. He or she proposes strategic directions to the Conseil d'administration and oversees the preparation of the budget framework, annual financial statements and annual management report.

The president and chief executive officer chairs the Comité d'accès à l'information, la protection des renseignements personnels et l'éthique (committee responsible for access to information, the protection of personal information and ethics).

He or she makes sure that, at its request, the Conseil d'administration is given adequate human, material and financial resources to perform its functions and for its committees to perform their functions.

In summary, the president and chief executive officer exercises global control over RAMQ's activities and provides the Conseil d'administration with information on a periodic basis. He or she is devoted exclusively to the duties related to his or her office.

Marc Giroux completed his doctor of medicine (M.D.) degree at Université Laval in 1969. From 1970 to 1982 he was as a general practitioner and the chief executive officer of Clinique de médecine familiale d'Alma inc. Following this he was head of professional and hospital services at Hôtel-Dieu d'Alma (1982-1985). From 1980 to 1985 he was also president and chief executive officer of Câblovision Alma inc.

Between 1975 and 1985 he sat on the boards of directors of the Fondation de l'Hôtel-Dieu d'Alma, CLSC le Norois, Corporation de l'Hôtel-Dieu d'Alma and Hôtel-Dieu d'Alma.

He was employed by the Société de l'assurance automobile du Québec (SAAQ) from 1985 to 2002 as director of medical services and rehabilitation, and director of policies and programs for accident victims. He then joined RAMQ as director of medical, dental and optometric affairs. From 2003 to 2007 he was executive director of professional remuneration. He served as acting president and chief executive officer of RAMQ from September 2007 to May 2008.

On May 21, 2008, Marc Giroux was appointed president and chief executive officer of RAMQ, for a five-year term of office.
